OS did not fit me in the hips

I took a leap and ordered. I ordered the blue floral w/the flower in the middle front & back. I have to say the quality is very nice (ie seams lined up, flowers centered, etc. it is Rayo. - others noted polyester - meaning it does not stretch. The fit is great up top but slightly tight on my hips. I am 5’5” and 38DD up top and a 14 on the bottom and it’s too snug for me - I was looking for a little more flowy. Unfortunately I will be sending back. I tried to read a label, or my order b/c I couldn’t remember if this was a OS and I think it must be. I would buy the same cover again if it were made out of polyester and had some “give”. Otherwise for the price I think it’s a good buy.
